Under 34 U.S.C. § 10132 (c)(3), the Bureau of Justice Statistics (BJS) is authorized to
“collect and analyze data that will serve as a continuous and comparable national social
indication of the prevalence, incidence, rates, extent, distribution, and attributes of
crime…” To support this goal, BJS has conducted surveys of law enforcement agencies (LEAs)
and will update that collection with this solicitation. The Law Enforcement Core Statistics
(LECS) program will focus on the organizational characteristics of LEAs to provide accurate
and timely national statistics about the personnel, operations, policies, and procedures of
federal, state, county, local, and tribal LEAs in the United States. The LECS includes BJS’s
two core law enforcement collections: the Law Enforcement Management and Administrative
Statistics (LEMAS) and the Census of State and Local Law Enforcement Agencies (CSLLEA).

As part of the LECS program, this 48-month program includes (1) fielding the LEMAS in 2020,
(2) frame cleaning and fielding the CSLLEA in 2022, (3) developing and testing a LEMAS
supplemental survey instrument, and (4) developing and maintaining an active roster of
in-service LEAs.
